Pakistani passport holders need a UAE visit visa before travelling to Dubai or any other emirate. An airline, a UAE-licensed travel agent, a hotel or a UAE resident relative applies for it, and you need a passport valid for at least 6 months, a photo, a return ticket, a hotel booking or host details, and a copy of your CNIC.
